Objective of the study was to reveal the dynamics and structure of financing the sphere of adaptive physical culture at the regional level. Methods and structure of the study. Reports on the implementation of the state program "Development of physical culture and sports in the Sverdlovsk region until 2024" were taken as material for studying the financing mechanism of physical culture and adaptive physical culture for 2017-2021. Results and conclusions. On the basis of statistical information, it has been established that the share of financing of adaptive physical culture from all expenses of the state program roughly correlates with the share of people with disabilities in the region, but it must be taken into account that not all people with disabilities are registered people with disabilities. Therefore, the allocated funding is not enough to support this category of the population. The current sources of financing for adaptive physical culture are the federal, regional and local budgets, with a predominance of regional budget expenditures. Extra-budgetary sources are indicated as one of the sources of funding for other activities of the state program, which are not attracted to support adaptive physical culture. In the course of the study, the authors consider ways to attract extrabudgetary sources to improve the financing mechanism for adaptive physical culture. One of these methods is public-private partnership, which contributes to the creation of high-quality public infrastructure and the provision of various services based on the property being created.

Abstract

Introduction. The relevance of the topic is due to the development of adaptive sports as part of physical culture at the international level, inclusion in all spheres of human activity, protection of the rights of persons with disabilities and providing them with new opportunities.

Objective of the study was to reveal the dynamics and structure of financing the sphere of adaptive physical culture at the regional level.

Methods and structure of the study. Reports on the implementation of the state program "Development of physical culture and sports in the Sverdlovsk region until 2024" were taken as material for studying the financing mechanism of physical culture and adaptive physical culture for 2017-2021. Among

the activities of the state program, subprograms and activities related to adaptive physical culture were identified, and the amount of funds for their implementation was determined. The dynamics and structure of financing of these activities, the main trends and patterns of support for adaptive physical culture were identified.

Results of the study and their discussion. Analysis of data from reports on the implementation of activities of the state program "Development of physical culture and sports in the Sverdlovsk region until 2024" for 2017-2021 shows that over the specified period, the number of subprograms decreased from 9 to 4, and 2 subprograms were partially directed to the development of adaptive physical culture (APC) and

sports, namely subprogram 1 "Development of physical culture and sports in the Sverdlovsk region" and subprogram 2 "Development education in the field of physical culture and sports in the Sverdlovsk region. It should be noted that only some of the events from these subprograms were organized exclusively for people with disabilities, others included all categories of citizens, including people with disabilities [1]. Thus, part of the reported funds does not reflect the actual expenditures solely on persons with disabilities and represents general expenditures. The reports indicate the sources of funding, which include federal, regional, local budgets and non-budgetary sources. Only budgetary sources were directed to the events noted by us, and most of them were annually implemented at the expense of the regional budget.

The figure shows the dynamics of spending on adaptive physical education from public sources. In general, despite the decrease in APC funding in 2020, one can note a trend towards an increase in expenditures from the regional budget and a decrease in expenditures from the federal budget. It is estimated that for the period 2017-2021 the volume of APC financing at the expense of the local budget ranged from 0 to 1.99 million rubles (0.72% of state support for APC for the year), regional - from 260.54 million rubles (94.43%) to 487.54 million rubles (98.81%) and federal - from 5.73 million rubles (1.16%) to 18.60 million rubles (5.90%).

Let us highlight the share of expenditures on adaptive physical culture compared to the total expenditures on physical culture and sports in the Sverdlovsk region under the state program: from 6.45% in 2017 to 8.06% in 2021. The share of disabled people in the Sverdlovsk region over the period 2017-2021 ranges from 6.48% (280.46 thousand people) to 6.06% (259.79 thousand people) [2] with a decrease in the number of disabled people and a decrease in the population as a whole from 4.33 million people up to 4.29 million people from 2017 to 2021 [3] It should be understood that the decrease in the number of people with disabilities is not due to their recovery, but to the complication of the procedure for obtaining the status of a disabled person and mortality.

The share of expenditures on adaptive physical culture exceeds the share of disabled people in the population in the region, however, it should be noted that mixed events of the state program were taken into account, i.e. aimed at both the development of traditional and adaptive physical culture, including payments to coaches and athletes, which contributes to the promotion of the Paralympic movement, but does not affect the quality of life of people with disabilities. Moreover, at the moment, not all persons with disabilities are involved in adaptive physical education, and the development of adaptive sports and Paralympic sports will require large expenditures.

In addition to financing the state program from the federal, regional and local budgets, extrabudget-ary sources were also attracted. However, their share gradually decreased from 18.92% in 2017 to 13.28% in 2021, while in absolute terms the volume increased slightly from 809.05 million rubles to 812.29 million rubles. As mentioned earlier, funds from non-budgetary sources were not used to support activities for adaptive physical culture, but were used exclusively to support organizations of any organizational and legal form (with the exception of educational ones) and forms of ownership (with the exception of state and municipal ones) that ensure the participation of sports teams and athletes in sports competitions of the All-Russian and international levels.

Conclusions. In the absence of sufficient funding from the federal, regional and local budgets, it is necessary to attract extra-budgetary resources and increase their share, diversifying expenditure items as part of supporting adaptive physical culture. Due to the current geopolitical situation, one can predict a reduction in public spending on the social sphere, including the development of physical culture and APC, in particular, although the demand for such services (rehabilitation, adaptive sports and habilitation), on the contrary, will increase due to an increase in the proportion of people with disabilities in society. Successful rehabilitation of disabled people can contribute to their return to society, maintaining independence,

including financial independence, provided that they return to work, labor relations, or acquire new professional skills and appropriate jobs. We can say that the field of adaptive physical culture is a long-term investment in the development of society and the economy of the region.

As a way to attract extra-budgetary sources, it is proposed to use the public-private partnership mechanism, which allows attracting private investments and competencies on favorable terms to create a high-quality public infrastructure and provide various services based on the property being created in accordance with the established time frame and budget.
