The relevance of the proposed problems is determined by the current functioning and development of the Russian economy. In this situation, various crisis phenomena are taking place. As far as infrastructural subsystems are concerned, they are related both to the general conditions of difficult access to innovative technologies and to changes in production organization schemes, the structure of economic relations, and the restructuring of supply chains. It is the organizational component that largely determines the essence of the structural changes in the natural monopoly sectors (both in our country and abroad) that have been underway over periods of reform. The role of the organizational tools can be quite significant in developing measures to overcome some crisis phenomena — by providing the interconnection of organizational and technological aspects, including impulses for infrastructural development, existence of synergistic effects of the structural components' interaction. The goal is to research the directions of the methodology formation for analyzing crisis structural changes in the spheres of natural monopolies in the organizational dialectics system.
The proposed elements of the methodology for crisis analysis of natural monopolies rely substantially on the characteristics of the infrastructure subsystems, which are highly relevant for the development of social and economic policies, including in crisis conditions [1-4]. The methodological and methodological approaches under consideration are predominantly focused on assessing organizational change corresponding to a particular organizational form/method of organization of the infrastructure subsystem [5,6]. These approaches determine the possibilities for optimizing structural transformations, which potentially create the basis for preventing crisis phenomena associated with inefficient organization. Crisis structural changes in natural monopolies spheres, i.e. structural changes that can lead to crisis phenomena or exacerbate the crisis can be identified through assessments of systematic (detected as a trend) losses of socio-economic efficiency under implementation of structural organizational changes (defined through special technological determinants — natural monopoly activity indicators) and reducing sustainability of the system (according to
Актуальность предлагаемой проблематики определяется современной ситуацией функционирования и развития российской экономики, в которой находят проявление различные кризисные явления. Применительно к инфраструктурным подсистемам они связаны как с общими условиями усложнения доступа к инновационным технологиям, так и с изменениями в схемах организации производства, структуре хозяйственных отношений, перестройкой логистических цепочек. Именно организационная составляющая во многом определяет суть проводимых на протяжении периодов реформ структурных преобразований в сферах естественных монополий (как в нашей стране, так и за рубежом). Роль организационных инструментов может оказаться достаточно весомой при выработке мер по преодолению ряда кризисных явлений — посредством обеспечения взаимосвязей организационного и технологического аспектов, включения импульсов инфраструктурного развития, проявления синергетических эффектов взаимодействия структурных компонент и т.п. Цель - исследование направлений формирования методологии анализа кризисных структурных изменений в сферах естественных монополий в системе организационной диалектики.
Предлагаемые элементы методологии анализа кризисных явлений в сферах естественных монополий существенным образом опираются на учет особенностей инфраструктурных подсистем, которые весьма значимы для выработки социально-экономической политики, в том числе, в кризисных условиях [1-4]. Рассматриваемые методологические и методические подходы преимущественно ориентированы на оценку организационных изменений, отвечающих той или иной организационной форме/ способу организации инфраструктурной подсистемы [5,6]. Эти подходы определяют возможности оптимизации структурных трансформаций, что потенциально создает основу для предотвращения кризисных явлений, связанных с неэффективной организацией. Кризисные структурные изменения в сферах естественных монополий, т.е. структурные изменения, которые могут привести к кризисным явлениям или усугубить кризис, могут быть выявлены через оценки систематических (проявляющихся как тенденция) потерь социально-экономической эффективности при осуществлении структурных организационных преобразований

The proposals/conclusions are aimed at developing public management tools oriented to monitor the dynamics of crisis structural changes in the natural monopoly sectors and to overcome them. The scope of the results is a comprehensive study of the directions of structural transformations in the spheres of natural monopolies under crisis conditions.

Новизна предлагаемой методологии в значительной мере определяется возможностями формирования граничных оценок, связанных с организационными мероприятиями и потенциально приводящих к кризисным явлениям.
Предложения/ выводы нацелены на формирование инструментов государственного управления, ориентированных на отслеживание динамики кризисных структурных изменений в сферах естественных монополий и их преодоление.
Область применения результатов - комплексное исследование направлений структурных трансформаций в сферах естественных монополий в кризисных условиях.
