Sustainable development issues remain among the priorities for almost all countries of the world, including Turkmenistan. The current programs, plans, conceptions of short-term, medium-term and long-term development of Turkmenistan are maximally adapted to the UN Sustainable Development Goals tracing the strategic directions of national development. In this regard, the plans for implementation of the Sustainable Development Goals in Turkmenistan are worked up at the government level. The Program of comprehensive development of the country worked up and implemented under the leadership of Honorable President of Turkmenistan Serdar Berdimuhamedov takes into account the most significant, progressive global trends, combines them organically with the peculiarities, goals and interests of the national development closely integrated in generally accepted ways and algorithms on achievement of confident progress in the foreseeable future. The globalization process of today causes further accelerated development of the market relations, specialization and cooperation of the market infrastructure. This process leads to an acceleration and further intensification of the steps taken by the states to deepen mutually beneficial dialogue in the political, economic, cultural and humanitarian spheres. The developing countries actively seek for fundamentally new ways, methods, mechanisms and ways of sector intensification that optimally meet urgent needs on the way to integration in global realities and development trends. Sovereign Turkmenistan is working purposefully, due to the chosen development model, to consistently increase the volumes of the export oriented production, successfully promote the national goods to the market and perfect the intermarket infrastructure. In the present time conditions of universal globalization, the actuality of the issues of effective regulation of the foreign economic relations activity is growing, in coordination with the basic vectors of the country's foreign economic relations strategy. The foreign economic relations strategy is essentially a well-structured algorithm for establishing, regulating and developing the economic cooperation with other countries. The course of the country's foreign economic policy is closely interrelated with the regulatory activities of the state within the framework of constructive resolution of the strategic goals of the national economy.
The increase of competitiveness of the national enterprises and the successful promotion of the national business to foreign markets is the main substantive vector of the state support to the export. Such support is actively used by the export oriented production enterprises to reduce the risks and their own costs. This, in turn, intensifies the national income growth, the development of entrepreneurship and constructive progress in addressing the issues of employment of the population. It should be mentioned, on the one hand, that the export oriented enterprises getting the specialized state support receive notable advantages within the competitive confrontation at foreign markets. On the other hand, export activity is formed, as a rule, under the influence of national and international trade and economic factors that are subject to comprehensive studying. The criteria influencing the export functionality of the national enterprises include a) tariff and non-tariff directives; b) measures of state monetary regulation and financial support for national exporters; c) conclusion of free trade agreements and creation of free economic zones; d) support to national investors, and other measures. Comprehensive steps aimed at ensuring the current level of development of the national economy, further
increase of activity of private entrepreneurship in various segments of industry visibly contribute to steady strengthening of potential of the national business. In particular, these measures have a tangible effect in terms of increase of the volume and range of import substituting and export oriented products, giving a powerful impulse to growth of the number of countries to which a wide range of national raw materials are exported.
The GDP growth for the period under review amounted to 6.2 percent, when in industry this indicator reached 6.3 percent, in trade - 8.9 percent, in agriculture - 5.7 percent. The results of the past six months of 2023 indicated strengthening of macroeconomic stability and economic power of the country, increase of the level of industrialization of the national economy and acceleration of its transition to market economy relations, provision for dynamic growth of key industries and services, active introduction of digital technologies to all sectors, strengthening of the relationship of production and science. The GDP growth accounted for 6.2 percent over the first six months of 2023. The growth of investments, exports, domestic consumption and the development of entrepreneurship remained to be the main driving forces of the economic progress. In April, the international visiting forum on attracting foreign direct investments to the strategic oil and gas industry of Turkmenistan was held in Dubai, United Arab Emirates. The participation of the well-known foreign business structures, financial institutions, authoritative international organizations, leading experts of specialized companies confirmed the attention of the global business community to the huge resource potential and the growing oil and gas market of our country.
The indicators of economic development of Turkmenistan clearly reflect the increase in the volume and degree of structural diversification of the national export, contributing to the growth of the number of trading partners and the expansion of the export range. Thus, the successful implementation of the outlined measures in the foreseeable future should promote sustainable development due to the economic power of our state, and on this basis - the formation of an extensive market infrastructure and active integration into the world economic relations, expansion of foreign trade cooperation, active and widespread introduction of technological innovations in all segments of the national production and confident strengthening of competitiveness of the national producers.
