PUBLIC-PRIVATE PARTNERSHIPS AS A MAJOR FACTOR OF INNOVATIVE DEVELOPMENT OF THE DOMESTIC ECONOMY

Abstract: The article considers the issues of state-private partnership as an important factor of economic development.
Key words: business, Economics.
Indeed, the main scope of PPP in the world — the construction of highways. Among the remaining activities, the largest share of projects in housing and communal services.
Missed one interesting point. An important issue in addition to these barriers innovative development of Russia is the low level of monetization of the domestic economy. According to the world ideas, modern national financial model must meet the requirements of high monetization of the economy (national and regional) as well as the growth of major monetary aggregates.
In Russia as a whole and in Krasnoyarsk region in particular, the value of monetary aggregates does not provide a high level of monetization of the economy of the region and, as a consequence, a large volume of investment resources.
Trends of changes in the structure of regional monetary base in broad definition coincide with the all-Russian: the volume of cash in this structure is more than 70%, which corresponds to the characteristics of the world economies of the late XIX - early XX centuries.
Therefore, the most serious barrier is monetary policy, not ensuring the proper level of monetary aggregates, and hence constraining innovative development and investment attractiveness of PPP projects.
As rightly noted by the Rapporteur, there is no Federal law on PPP. The question of the necessity of the adoption of the Federal law on public-private partnership is currently under discussion. In terms of lack of time (the PPPs and the model of innovative development is needed in the near future), development of the Federal law can delay the process. Perhaps we should be limited to local laws that will take into account local interests, as they say. To create a Federal law will have to make maximum use of the possibilities of legal gymnastics, tactical and strategic cunning, than probably no need.
Therefore, the use of tax privileges as a lever governing the structural reform of the economy and the topic of growth should not be a simple mechanical reduction of the tax burden, the issue should be approached selectively.
In our view the priority for the region should be not budget resource allocation, and credit policy, for example through the mechanisms of the development Bank, despite the fact that the international experience in this area very successful.
The main task of the regional authorities - the formation of private markets to absorb the revenues of the budget, which is now accorded low priority. The main instrument of market creation is the development institutions, which cooperate with their private entities. The region needs to create competition in the markets, not competitors such development institutions.
In this regard, it is possible to expand the list of financial instruments the following:
Create additional entities financial infrastructure (Bank, credit unions, funds of support of small forms of enterprises in scientific-technical sphere, the venture capital investment funds).
Tariff subsidies to Supplement the income of the company implementing the project, when revenues from the project fall below a specified minimum level, they are considered as an alternative to the full commercial freedom in determining duties and tariffs.
Considering all these reasons the Rapporteur points, it should be noted that PPP is a contract between government and the private sector. The state's position the main threat is the opportunism of the entrepreneur, which gives rise to two classic problems: adverse selection and hidden action, forming a moral hazard.
Research in this direction is under way as the leading universities of the country (financial University under the government of the Russian Federation) and in the periphery. The task of the state and those businesses that are interested in cooperation, do not dismiss science, but to carefully analyze the results of their work and to act in concert.
It will determine the ultimate success of innovative modernization - activity and coherence of joint action by all the main actors of modernization, i.e. the state, private business, science, education and society in General. Thus in each priority social projects should be implemented with the widest possible involvement of the PPP technologies under the coordination of the government as the leader and guarantor.
