Abstract: in this article the role of youth in development of social activity, changes in our country, environment, development of exceptional children in family, their physical and spiritual training, protection of democratic values, the rights and freedoms of the person and legitimate interests is considered. Non-governmental non-profit organizations can be seen as a democratic institution that promotes the equal rights of the individual, the interests of the individual and society in the formation of civil society and the promotion of democratic values.

РАЗВИТИЕ СОЦИАЛЬНОЙ АКТИВНОСТИ, ОБЕСПЕЧИВАЮЩЕЙ УЧАСТИЕ МОЛОДЕЖИ, КАК ВРЕМЕННАЯ ПОТРЕБНОСТЬ ЛИЧНОСТИ Тилавова Г.Л.

Аннотация: в данной статье - роль молодежи в развитии социальной активности, изменениях в нашей стране, окружающей среде, развитии исключительных детей в семье, их физической и духовной подготовке, защите демократических ценностей, прав и свобод человека и законных интересов. Неправительственные некоммерческие организации можно рассматривать как демократический институт, который продвигает равные права личности, интересы личности и общества в формировании гражданского общества и продвижении демократических ценностей. Ключевые слова: идеология, развития, социальная активность.

The first President of the Republic of Uzbekistan, Islam Karimov, said that youth has strong sense of self-sacrifice, solidarity and civic engagement. "The sense of belonging to all the changes taking place in our country, the social and civil activity of our people is growing. When I see the changes happening on our television, I don't see the story, I look into the eyes of people and pay attention to the words " [2].
Commenting on need of creation of bases of civil society, I.A. Karimov told: "Civil society is for us social space. Here the law prevails, and it does not interfere with self-development of the personality, and on the contrary. The interests of the personality help to exercise its rights and freedoms fully. At the same time it does not allow discrimination against the rights and freedoms of other people. That is freedom and the law at the same time will serve each other and to supplement each other" [1].
Creation of democratic civil society demanded reforming of an old state system, first of all political system. When carrying out reforms it was necessary to consider two major factors: first,
use of international experience of creation of the democratic state and civil society; the second -to lean on original heritage of our people in national statehood and other spheres.
Our country has fully taken into account all international experience and national peculiarities of building a democratic civil society. The result of the reforms in our country was that it was difficult for our people, influenced by the dominant ideology, to respond to the developing reforms. The dominant ideology was still in the minds and hearts of some people. However, we have decided not only national but universal values-oriented, neither violence, oppression, false idea because of unreasonable economic, social, political and cultural activities have increased. For example: on 29 December 1991, in accordance with democratic norms and procedures, the President of the Republic of Uzbekistan was held for the first time in history on the basis of alternative national elections on the basis of universal, equal and direct elections. 9 million 900 thousand people or 94.2 percent of the citizens having the right to vote took part in elections. 12,113,070 or 91.58% from 13,266,602 citizens included in a national referendum took part in two-chamber parliament of the country. These indicators, on the one hand, are creation of the democratic state and open civil society, transition to market economy. On the other hand, growing legal, political, spiritual and the mentality of our citizens demonstrates their reaction to reforms and changes. [4] Such examples can be applied not only in the field of policy, but also in other areas.
Uzbekistan as the independent state, became the strategic democratic state and fair civil society based on the market relation. Upon transition from one system to another the idea of reason and heart of citizens is created, the National idea was developed for completion of this gap. This national idea stabilizes public activity. Because our national idea is, in fact, a combination of national and universal values, and the ideas in it are good. For example, the person who is absolutely clever, physically, spiritually spiritually mature, is a perfect person. These people get an education from public figures, their commitment to work, commitment and devotion to the homeland.
Society consists of people. For all it is normal to approach any social relations, first of all in terms of personal interests. Nevertheless, some of their narrow interests are people who ignore the interests of society and state. Their social activity is observed, but in terms of personal, narrow interests. When we set a noble purpose of education of competent, mature people, their social activity has to be positive and sympathetic. Thus, as a factor of stabilization of social activity and personal responsibility, we involved family. The family is a basis of society, social protection of each person, each family, education in family of talented children, their education physically and spiritually - one of the major tasks facing today our people and society. The family is the first acquaintance to education. The way of education of the child depends on family and his education. If the child begins to work on the childhood, its work will grow with a thought that "then I will not fall into the sky and I will not fall to the ground", and hardly he or she will become future person. Therefore improvement of a family environment has to be an example for parents. The family is the basic element of personal education. If family discipline, harmony, coexistence, moral and spiritual relationships are strong and healthy, parents will be the cornerstone of education, creating an exemplary moral environment, exemplary morality. As President Islam Karimov said: "we all know that the age of 15-18 is the most sensitive and the most difficult of all human life. At this age the reason, behavior, morals and spirituality of the person are formed. If we leave our not born children in their own state, we will be able to guarantee their future if they are not educated, educated and spiritually developing. We will give the future to our society, our state ". Therefore it is necessary to focus first of all on education and training in society. Because the age range of 15-18 years is the period of physical, physiological and spiritual development of the person. Youth during this period were educated as the personality. [3] As means of stabilization of social activity we consider a role of mass media, non-governmental and non-profit organizations even more important. Eventually, when we will return from work and study, we will surely see the TV or we will listen to radio. News and information which is contained in them are available. First, it is
common knowledge that the role and place of the media is of particular importance when we talk about the role of the media. Propaganda in them are important for the stabilization of social activity. Because any information about the game world directly affects the spirituality of a person. Non-profit organizations are now promoting democratic values, human rights and freedoms and legitimate interests to become an important factor of losers, to enable citizens to realize their potential, to improve their social, economic and legal culture and to ensure a balance of interests in society. Non-state non-profit organizations represent legitimate interests of citizens, helping to solve their problems. Social functions of non-governmental organizations are various. They promote realization of social, political, economic and cultural rights and freedoms of citizens and support their initiatives of government and society. The role and value of non-governmental non-profit organizations consists in society in: expression of interests of various social groups, participation in strengthening of democratic values, increase in their political activity in consciousness of citizens, interaction with public authorities in increase in national consciousness, sense of justice and culture, advance of the national idea in consciousness of our people. Functioning of non-state non-profit organizations is based on a combination of interests in the developed society. In the developed countries practice of enrollment of leaders and employees of NGO in government institutions is widespread. The practical experience got by non-profit organizations in their work allows them to understand more deeply problems of the population and the region, to have broader outlook of their decisions and to use new nonstandard mechanisms. Therefore, the NGO becomes a human resource for society, but it is also state reserve. Thus, world experience shows that, firstly, the process of transfer of state functions to public organizations is gradually taking place; secondly, the tendency of increasing the role of non-governmental civil institutions in solving social, economic, political and cultural problems is increasing; thirdly, there are trends in solving local problems through interstate civil bodies; fourth, there is a growing interest in civil institutions in the field of education and culture, as well as in the field of information technology; fifthly, large international transnational non-governmental non-profit organizations are emerging. The constitution of the Republic of Uzbekistan describes the rights and obligations of non-state non-profit organizations. According to Article 57 of the Criminal code: "For the purpose of violent change of the constitutional system, counteraction to sovereignty, integrity and safety of the Republic, to constitutional rights and freedoms of citizens, encouragement of war, social, national, racial and religious hatred, encroaching on health and morality of people and also structure and activity of the militarized associations, national and religious parties, public associations. It is forbidden to create secret societies and associations". Non-governmental non-profit organizations are voluntary associations which fully represent the interests and the interests of citizens. They are the main intermediaries in realization of political, social and economic reforms in the country. Non-governmental non-profit organizations play an important role in realization of desires of citizens, but also take active part in processes of modernization in the country. In short, non-governmental non-profit organizations can be seen as a democratic institution that promotes the equal rights of the individual, the interests of the individual and society in the formation of civil society and the promotion of democratic values.
