The faculty of Physical Culture and Sport (FPCS) of National Research Irkutsk State Technical University (NRISTU) has gone through the path from a sports club at the military department to the establishment of the Physical Education Department (1949), the Center for Physical and Labor Education (1998), and to FPCS in December 2008, consisting of Physical Education Department, the students' sports club "Politekhnik" and the sports camp "Politekhnik".
Since 2001 the Physical Education Department has been headed by E.G. Shporin, a graduate of Irkutsk Polytechnic Institute (aviation department), who joined NRISTU in 1999. First he worked as a deputy director of the Center for physical culture (1999-2000), and on December 1, 2008 took the position of dean of the faculty of Physical Culture and Sport of NRISTU. He pays particular attention to development of sports facilities. It was he who organized the reconstruction of the track and field stadium.
2 professors, 5 associate professors, and 28 senior teachers are implementing the teaching work. More than 94% of teachers and trainers have higher basic education corresponding to the discipline they teach. In 2006 the postgraduate courses in the specialization 13.00.04 were founded at the department, and 10 postgraduate students and 17 candidates are being trained there during the 2013/14 academic year.
The Centers for biomedical research and health protection technologies (supervised by prof. V.Yu. Lebedinsky) were organized to provide health and fitness activities at the university. Thanks to the collaboration of the Physical Education Department with these centers, as well as with the center for mass cultural and educational work and the trade union of higher school students, the joint plans to improve students' health and prevent socially unfavourable situations among young people can be corrected. This collaboration provides an opportunity to implement medico-biological support of the students practicing physical culture and sport in NRISTU, to elaborate scientifically grounded programs and techniques for sports medicine, investigate adaptive changes in the bodies of students and athletes in the context of control of the training process, determine fitness levels, correct the qualification and sports specialization of athletes. The Physical Education Department in collaboration with the Center for health protection technologies is developing and implementing innovative
technologies based on the integration of the latest achievements in the spheres of medicine, education and physical culture, and works on the improvement of health of students and teachers and enhancement of their physical and mental health.
Together with the Physical Education Department, sports activities in the university are carried out in the sports club "Politekhnik" which contains 33 sections attended by more than 1,200 students. Thanks to using the scientific and methodological developments of the faculty personnel, university teams managed to achieve significant results in the competitions at various levels.
During the 2009/2010 academic year a master of sports of international class, 8 masters of sports, 24 candidates for master of sports, 136 first-grade athletes were trained; in 2013 - 6 masters of sports, 28 candidates for master of sports and 83 first-grade athletes.
Thus, the use of innovative technologies in the educational and training processes not only promotes an improvement of physical health of students at the Physical Education Department of NRISTU, but also a rise in sport achievements of the university sports teams.
The efforts in more profound research and development at the Physical Education Department and the faculty of Physical Culture and Sport have led to major changes in their personnel resources and an increase in the number of scientific publications. For instance, in 2004 the percentage of teachers having scientific degrees at the department equalled 2.4%, and by 2013-2014 it increased by almost 10 times (23%). In recent years the number of teachers with a doctor's degree and with professors has increased. In 2004 the department had only 1 doctor of sciences, whereas by 2013 the number increased to 5.
A special attention in the NRISTU is paid to the students' research work that is performed also at the FPCS with an increased number of teachers with PhD and doctor's degrees, and this work has become more important. Students who have shown their inclination to scientific work are cooperating with the department (prof. M.M. Kolokol'tsev supervises students' research work at the FPCS). Since 2010 their number has increased by nearly 10 times (from 32 in 2010 to 309 in 2013).
The students participate in various research works and make reports at seminars and conferences of various levels. For example, in 2010 only 23 students participated in conferences, whereas in 2013 their number increased up to 83. Since 2010 the students together with the teachers of the Physical Education Department have obtained 5 certificates of state registration for computer programs, and the number of publications has increased from 4 in 2010 to 79 in 2013, i.e. by 19.7 times.
Conclusion. For 65 years of its operation the Physical Education Department of NRISTU has successfully transformed from a sports club at the military department in 1949 into the faculty of Physical Culture and Sport in 2008. In addition to the quality of professional work, quantitative and qualitative growth of scientists and teachers, efficiency of methodological support of the educational
process in physical education of students, the success of work of the department is confirmed by the achievements in scientific research work of the employees, including students' research work.
