The logistics assumes to consider system of the circulation in the whole complexity and variety [1, 2]. Research of development and functioning of greater systems demands the system approach [3]. Other approach here is simply impossible. It is possible to tell, that the logistical approach is a system approach to research of social and economic and man-machine systems [4]. Feature of its application consists in the fact that each condition of investigated object and their set are considered in interrelation, continuity and development, in transition to qualitatively new condition. Thus Complex objects are considered as hierarchically constructed unity of the open systems, and any proved decisions should consider their influence on adjacent elements and relations [5, 6].
Not being a strict scientific category, the logistical approach represents a set of the certain receptions, ways in studying objects of logistical management and in influence on them with the purpose of achievement of required results. Application of the logistical approach to designing development of economic systems assumes the decision of following problems [7, 8]:
• Goals setting of development and finding of their optimum combination;
• Definition of ways and means of achievement of these purposes through revealing of relations and research of interaction of considered factors and considered objects in the quantitative form;
• The integration of purposes and means of their achievement with need for resources, considering limitation of the last ones.
From the point of view of the integrated logistics the logistical approach represents multi-criteria optimization business-process: so, designers should consider requirements of adaptability to manufacture, transportability, the recyclability at a stage of development of new production, and development of container should be spent in view of features cargo processing on various types of transport. The main tools of the logistical approach - the analysis and synthesis of investigated system. The analysis of system allows to reveal the most essential factors, gives their characteristic, a quantitative estimation of interaction with each other, defines their influence on parameters of investigated system. Synthesis is provided during development and functioning of the formalized model of investigated parameters of system; this model unites factors in dynamics of development of considered system.
The logistical approach assumes systemacity, integrity, optimization of total costs, unity of designing and realization of projects. In a nutshell, the logistics allows in a complex, from system positions to capture all stages of sphere of the reference: supply - manufacture - storage - distribution - transport - demand - consumption. It promotes that material support and transportation become the integral elements of production that essentially changes criteria of an estimation of efficiency in the above-stated system [9, 10].
The logistical approach makes changes to many ideas about economy of the firm and the organization of production:
• The problem of full loading of capacities is replaced with a problem of minimization of terms of passage of current assets through the enterprise [11, 12];
• Reserve capacities for fast reaction to changes of a market demand can initially be provided (certainly, it does not mean presence of standing idle capacities. By the reserve they understand opportunities of cooperation, purchase of services on manufacturing production or realization of the certain industrial operations);
• Unilateral orientation to decrease in costs as a method of competition is replaced with aspiration to the highest level of logistical service (granting of necessary goods, the established quality, in the set quantity, in agreed place, to earlier stipulated term, at optimum costs);
• Replacement of material stocks with the information about the opportunity of their operative purchase by comprehensible conditions (the traditional supply agent turns to the broker of information) [13];
• Absence of technological restrictions of decrease in the size of a party of produced production and its determination from conditions of standard item to consumers.
