TEACHING FOREIGN LANGUAGES IN CONDITIONS OF UNIVERSAL DISTANCE LEARNING. PROBLEMS, EXPERIENCE, PROSPECTS

ABSTRACT
The relevance of the article is due to the problems that have arisen in the context of the increasing threat of the spread of a new coronavirus infection (COVID-2019) and the transition of universities to distance learning. The article is devoted to the introduction of distance learning technologies in the Chirchik State Institute and is a description of the results of a study related to the study of students' attitudes to distance learning. This study was conducted on the basis of a survey of 60 students in order to identify the effectiveness of distance learning in the disciplines of "Foreign language" (English). The authors based on the analysis of students ' responses and synthesis of domestic and foreign literature, comparative study of the theory and practice of distance learning: the best universities in the world, and also taking into account the personal experience of teaching foreign language to students of Chirchik state Institute gives conceptual framework distance learning, reasonably isolate the positive and negative the new system of education with the use of electronic technology for the educational process at the university.

INTRODUCTION
In the XX century, with the development of radio and television, and later the Internet, new opportunities for distance education appeared. "In the 1960s, distance education gained international recognition and It began to develop actively with the support of UNESCO" . In Uzbekistan, the impetus for distance education was given by the appearance of the Order of the Ministry of Education of Uzbekistan.
The COVID-19 pandemic led to a sharp transition of universities to a distance
learning format, which became a big challenge for many, especially in March -July
2020, brought with it a certain number of problems that had to be solved, and turned
into a huge experience that forever changed the idea of the possibilities of the
learning process. In order to contain the spread of the global pandemic, the

"According to the data UNESCO, 188 states have closed schools nationwide, affecting 91.3% of students worldwide (1.58 billion people). ... In order to minimize the negative consequences of the closure of educational institutions and create conditions for continuous learning, especially for the most vulnerable segments of the population, many countries are introducing distance learning systems in schools and universities. According to UNESCO, 53 states have already deployed national educational platforms for distance learning".
METHODOLOGY
Recently, due to the transition of universities to distance learning, there has
been an urgent need to create and use innovative means in the field of education and,
in particular, in teaching foreign languages. The analysis of current trends in higher
education, i.e. trends in its change, indicates the recognition of distance learning as
one of the priority areas. Educational platforms use resources such as: text files, web
pages, audio files, presentations, images, hyperlinks to web pages and various files
(video and audio, electronic textbooks, etc.) on the Internet. However, it should be
noted that teaching a foreign language with the help of computer technology is
constantly undergoing changes due to technological innovations that challenge the
established traditional ideas about how teaching and learning foreign languages
should be carried out with the help of a teacher and without him. The general goals of
teaching foreign languages have also changed. The system of Pan-European
Competences of Foreign Language Proficiency emphasizes the importance of
"polylinguism and multicultural competence" and calls on teachers to develop the
ability of their students to apply their linguistic and communicative competencies in
various linguistic and communicative situations. In the light of these new challenges,
many foreign language teachers have drawn attention to the potential of network
technologies for expansion and complementation the traditional form of teaching
communicative communication. Distance learning is one of the alternative
approaches that can replace full-time or traditional training and is one of the key
factors in the development of higher education. Many universities are somehow
introducing computer technologies into the field of teaching, including teaching a
foreign language. In addition, studies have begun to appear that have shown that
distance learning is as effective as face-to-face training. Although distance learning
continues to develop rapidly, it is still at an early stage of its formation.
Consequently, teachers need a greater understanding of how students perceive and
respond to the elements of distance learning (since students' perceptions and attitudes

learning format to improve the quality of education. However, the effectiveness of teaching cannot be improved only by teaching with the help of information technology.
The effectiveness of distance learning depends on the organization of the process, from the methodological quality of the applied lesson materials, and, of course, whether the teacher involved in the learning process, a master of his craft, his ability to motivate students to receive their knowledge and skills, and also on the formation of the necessary competencies and skills of the XXI century that will be most in demand in the near future. Distance learning will be effective only if there are the following characteristics: 1) the activity students should be thoroughly planned and organized; 2) goals and learning objectives should be clearly marked; 3) the training must be interactive, since interactivity is a key concept of educational programs of distance learning; 4) there should be an inverse relationship between the student and the educational material; 5) require the ability of group learning; 6) shall sound accompaniment should be arranged. Thus, effective distance learning of a foreign language should be based on a well-built virtual language environment. Based on the versatility, distance learning using electronic technologies is widely used in the field of learning foreign languages in higher educational institutions. The main advantage of distance education in the study of foreign languages is the practical component. The peculiarity of teaching a foreign language is that the goal is not only the possession of language competence, but also the possession of communicative competence. A foreign language, being a means of communication and cognition, occupies a special place in the education system. In addition, a language environment is necessary for practicing and mastering communication skills. And, if there is no opportunity to practice communication in real conditions, there is a need to create imaginary situations that allow you to stimulate communication in the studied language. As a consequence, the use of distance learning for working out grammatical and lexical skills, the development of translation practice, teaching various types of reading and listening skills becomes effective and relevant. However, distance learning with the use of multimedia technologies also allows students to learn all the diversity language, and not just focus on grammatical or lexical phenomena. Collocations, lexical phrases and expressions are topics that often go beyond the traditional curriculum and that are applied and integrated in classes in a distance format.

In the process of distance learning, students may encounter a number of obstacles. These barriers may represent learning conditions, as well as, importantly, the individual characteristics of students. To date, there are no such distance learning programs that would take into account certain individual characteristics of each student.
Another disadvantage of distance learning is the lack of motivation and psychological unwillingness of some students to study independently without direct supervision by teachers. This also includes the problem of self-organization and the lack of face-to-face communication between the subjects of the educational process. In this regard, teachers face a problem - to organize the student's educational activities in such a way as to provide the greatest motivation for learning.
The COVID-19 pandemic has caused a crisis in education. He showed that the education system is vulnerable, it is necessary to solve such problems as the potential of distance learning, i.e. how students gain knowledge in different circumstances of time and place, conducting exams, since the usual exam models do not work in distance learning, etc. Solving these tasks encourages innovation and the development of inclusivity, allows you to experiment with different time frames and teaching models.
Modern distance education can only serve as an addition to the traditional form of education, the combination of these two models of education will be most effective. The distance format is a topic of discussion on the subject of the future of higher education. Distance education is at the forefront of technical and technological advances, but the lack of reliable communication can limit pedagogical opportunities.
CONCLUSION
The use of distance learning technologies in teaching and learning satisfies the aspirations of the youth to effectively organize their work, giving them the opportunity to reflect on their own ideas and effective teaching of English . Identify stages of distance technology in the educational process; It is important nowadays for the students to be interested in studying English based on competent approaches, emotional and emotional functioning, language skills, and the level of development of their competencies.
