The article focuses on implementation of aircraft monitoring by means of mobile satellite communication terminals. Difficulties arise in carrying out this task in areas where there is no radar station, that is in the mountains, forests, at high latitudes and at low and extremely low altitudes. It is expedient to solve this problem with the use of satellite navigation systems, satellite communication systems and automatic systems for monitoring vehicles.
Keywords: GPS, GLONASS, Iridium, monitoring device, GSM, transmission of telemetry data.
One of the major problems in ensuring air traffic control is continuous positioning of an aircraft, which makes it possible to supervise the execution of a predetermined flight plan and record deviations from the route, as well as in case of an accident or a disaster it will be possible to start immediately search, detection and aircraft recovery operations.
In order to ensure data collection and transmission we suggest to use a telemetry subscriber terminal ASC-6 (automatic system control) . The Terminal ASC-6 GLONASS / GPS is designed to be installed on the vehicle, it records the location, the speed and the movement direction of a vehicle [1]. The terminal can be used on any type of stationary and moving objects and vehicles. Additionally, it is able to detect a number of other parameters, such as: the state of the analog / digital inputs and sensor readings that are connected via RS-232 interface. The accumulated data is transmitted through the cellular operator's network standard GSM 900/1800, using GPRS packet data transmission technology [2].
When using a GSM / GPRS network while transmitting 340-byte packet volume, the period of time equals 0.14 seconds and it is the average, it can vary depending on the distance of an aircraft from base station antennas, weather and GSM communication quality coverage.
In remote areas the terminal will transmit data via satellite communication module SM-1 (satellite module). This module can be integrated in the RS-232 interface with terminal equipment of ASC to

determine an aircraft position, where there is no GSM-network coverage [3]. The maximum length of the message to be sent over the channel SBD (Short Burst Data) is equal to 340 bytes, which corresponds to the volume required for the transmission of information concerning the state of an aircraft. For transmitting outgoing data packet in a volume of 340 bytes, SM-1 module uses the Iridium network channel SBD, it takes it 3.8 seconds, which is significantly bigger then when using GSM / GPRS module, but is acceptable.
To receive and analyze the data in the Air Traffic Control (ATC) center it is necessary to use software that can display information concerning the location of an aircraft and its sensors. The most appropriate software is an automated system for monitoring mobile and stationary objects "Navigator-C". The Automated Monitoring System "Navigator-C" is a technical complex for monitoring mobile objects, such as an aircraft [4]. When equipped with a mobile terminal, it will be possible to control not only the aircraft location, but also the state of its contact and parametric sensors by transmitting data via GSM and Iridium SBD.
An experimental board system will be: the remote terminal subscriber ASC-6, SM-1 satellite with an antenna Iridium, antennas GLONASS / GPS and GSM. To ensure the system operation it must be connected to the onboard power supply 10-30 V DC (see figure).

Experimental setup scheme
After powering the Terminal searches for GLONASS and GPS, determines its location, speed, time, input voltage, takes readings from sensors and establishes a connection with the server. When establishing a connection the Terminal transmits the information at specified frequency to the monitoring server. In areas where there is no GSM coverage network, the data will be transmitted in the channel network Iridium SBD, as well as data can be replicated in a GSM signal. If the connection with the server for some reason is not established, all information is stored in non-volatile memory of the terminal and transmitted as soon as the connection is restored.
To ensure data reception and transmission we propose to use a telemetry subscriber terminal ASC-6 in connection with SM-1 satellite. The system will track the movement of an aircraft and its condition during the flight, which will allow to ensure air traffic control, as well as to organize quickly rescue operations in case of an accident. Also, for the control of air traffic it was suggested to use the software Navigator-C, which has low system requirements, so it can be used by any modern computer that has an access to the Internet, or equipped with GSM module or Iridium. A satellite monitoring system using ASC-6 module and software "Navigator-C" will provide an opportunity not only to receive data from an aircraft, but to deploy ATC centers at the place where it is needed.
